BILLINGBOROUGH PARISH COUNCIL 

DRAFT Minutes of the Annual Parish Meeting held on Monday13th May 2019 at Billingborough Recreation Ground

Present: Cllrs C Woodhead (Chairman), P Pocock, R Stafford, V Vince, A Volanakis, F Stevenson & P Harvey-Volanakis In Attendance: C Clark (Clerk to the Council)

Annual Parish Meeting

The Annual Parish Meeting opened at 6.30pm. There were 5 members of the public present, one of which was the new District Councillor Jan Hansen, and included two members from BAGS.

1.    Welcome. 

001. The Chairman welcomed the members of the public and explained the rules under which the meeting would be conducted.

2.   Chairman’s Annual Report. 

002. The Chairman read out her Annual Report. Chairman to send the report to the Clerk. Copy to be filed with the Minutes.

3.   Reports. 

003. The Chairman read out a report from the PCSO, who apologised for being unable to attend, listing various incidents that had occurred in the village. Chairman to send the report to the Clerk. Copy to be filed with the Minutes. 

004. The Clerk read out a report supplied by the Village Hall Committee, apologising for their inability to attend. They reported success in organising several events and outlined their plans for the forthcoming year. Chairman to send the report to the Clerk. Copy to be filed with the Minutes. 005. The chairman of BAGS, A. Hesslewood, delivered an in-depth report of their activities and successful plant sales. Their secure container is now painted and their active committee means the allotments are generally in good order and fully occupied. The possibility of a small water leak was raised and it was agreed that further investigation should take place.

4.   Public Questions and Proposals. 

a.   006. The issue of lack of accurate information regarding the position of bus stops in the village was raised. The Chair agreed and said that the matter was already scheduled to be discussed in the AGM. 

b.   007. The issue regarding the depth of water at Springwells was raised. Cllr Stafford explained the nature of the extensive work that had been carried out and that the levels could be governed if necessary. The council agreed that they would monitor the situation.
c.   008. The issue of the general condition of the churchyard was brought up. The meeting was informed that it was the responsibility of SKDC and Cllr Hansen (SKDC) agreed that he would take up the matter.

The Chairman thanked the public for coming. The APM concluded at 7.07pm.
